Introduction

The growing shortage of qualified and skilled workers in Germany, which accumulated over the past years is due to low birth rates and uneven immigration, has negatively impacted the country's economy. Struggling to recover from the coronavirus pandemic and the energy crisis caused by the Russia-Ukraine conflict, German businesses face difficulty filling vacancies locally. Approximately 2 million unfilled positions result in a potential loss of €100 billion ($108 billion) in value creation, according to Achim Dercks, President of the Chamber of Commerce and Industry (DIHK). To address this issue, the German government has taken measures to simplify the process of attracting 400,000 qualified workers per year for at least the next five years from outside the EU, including revising regulations and requirements to facilitate the influx of skilled workers.
